A General Primary determines what party candidates will appear on the General Election Ballot in November. Therefore, you must choose to vote in either the Democratic General Primary or the Republican General Primary. This in no way commits you to either party; however, in the event of a runoff, you must vote on the same party's ballot because a runoff is considered a continuation of the election cycle.
